taming the eq8-r RA

For those who prefer graphs and numbers to end results...

Make  sure the RA belt is in good order and under reasonable tension; most are far too tight.

Using PHD2's PPEC with a fixed period of 198s seems to reduce the PE.
Reminder to self: try EKOS' internal guider with RA under GPG.
